Procurement principles and instructions

The contracting procedures of the Consortium of Turisme de Barcelona are based on respecting the principles of publicity, concurrence, transparency, confidentiality, equality and no discrimination.

The internal procurement rules of the Consortium of Turisme de Barcelona guarantee that these principles are fulfilled and they oblige the contracting bodies to act at all times to satisfy these principles.

Basic principles of action for Turisme de Barcelona Consortium suppliers

The Turisme de Barcelona Consortium, committed to compliance with the law, has a Code of Conduct and Responsible Practices, approved by the Executive Committee of the entity on October 3rd. 2018, which is available on the transparency portal of the institutional website.

The main objective of this document is to establish the principles, ethical values and standards of conduct that the Consortium and all its members must observe in the exercise of the functions and competencies attributed to them, as well as regulate the system of monitoring and evaluation of the Code to guarantee its effectiveness. 

Understanding that relations with collaborators and/or suppliers are of paramount importance for the fulfilment of the objectives established in the Code of Conduct, below you will find the basic principles of action that all collaborators and/or suppliers must comply with in their relations with Turisme de Barcelona, with the aim of achieving a continuous improvement in the purchasing and contracting processes based on excellence.

Direct awards and contract lists

In accordance with 8th and 23th articles of the Internal Contracting Instructions of the Consorci de Turisme de Barcelona and with the 63th article of PSCL, in order to publicize our procedures, the aggregate hiring lists processed by direct award procedure with three offers will be published quarterly, in accordance with the premises and requirements determined in article 63.4 of Law 9/2017, of November 8, on Public procurement.

Moreover, the contracts processed by non-ordinary procedures will also be published and the file will be available for everyone upon request to the transparency department of the Consortium.
